100% There has always been a "shoot first ask questions later" mentality among law enforcement. The only way they know how to de-escalate a situation is to shoot. And they have legal protection simply saying "they feared for their life" as a valid defense.
Most people with half a brain can see the ICE agent could have easily stepped out of the way and let her through, but he knew full well as soon as she accelerated in his direction he could open fire and claim self defense. Police have gotten cleared countless times being trigger happy, and it will continue happening.

She reversed with her wheels pointing left, and then turns her wheels right moving forward. It's really clear that she's actively trying to NOT run over the agent who positioned himself at the front left corner of the car.
You don't get to place yourself in a potentially dangerous situation (like near the front of a vehicle) and then use the danger YOU PLACED YOURSELF IN as an excuse to kill someone. You don't get to kill someone when you can use other measures like stepping out of the way.
