I may be wrong or missing something but it sounds too political, why they don’t just go after the killer to start with?

Edit: it’s not about suing governments, it’s about raise awareness and do the necessary to change the relative laws and training systems that facilitate those killings.

The federal government explicitly protects the killer and even stopped state agents from conducting any investigation, shut them out of the federal investigation and declared immunity for the killer and all ICE.
