Not sure if a lot more citation is needed, if they didnt experience a 2 year delay with the pandemic the Senjutsu tour would have been your standard album run. All Bruce and Nicko (to some extent) talked about was playing the album in full, Adrian to some extent mentioned doing most those songs.
Now with Bruce saying it wasnt in the planning to call it "the future past tour' it's obvious they had a change of plans.
i do think the whole sit themed tour was talked about and would have happened after the Senjutsu tour
 
I doubt we would get a SIT tour. Nicko did say in 2021 at a Rock N' Roll Ribs party that the 2023 tour would be the Senjutsu tour and also that Steve asked him not to play Alexander with his band Titanium Tart because they would still play it with Maiden. That just points to a Senjutsu tour with ATG and probably SIASL in it too (Nicko and Bruce wanted to do it for a while). They probably figured it would be better to add Senjutsu and Stratego to LOTB 2022 and replace them with more SIT songs, creating a perfect storm. So probably we would have just a Senjutsu tour + ATG, SIASL, some classics and maybe one or other deep cut.

I think they were going to do a senjutsu tour and then a classics tour to play alexander and other rare songs but with the pandemic they said we do it at same time and then new album and tour and maybe a big farewell tour
 
Probably, when they are planning a tour, there is an e-mail from the office that asks which songs the band members would like to play.

We know Nicko's answer included SIASL, 22 AA and Alexander.

Bruce's answer also probably included SIASL (spoke about it during one man blabber shows).

Adrian's answer also probably included SIASL (spoke about it in interviews)

Steve's answer probably included Alexander as he was pushed by Nicko (according to Nicko).

HCW was planned for LOTB, but was abandoned and it was time for Wasted Years to return.

So, the managment probably looked at that and proposed a hybrid tour after that and the band agreed. This probably happened in early 2022. And it is probably also the reason why they played 3 Senjutsu songs during LOTB to make the room for SIT stuff.
