This is far worse than SARS.Is it fair to say this is looking like a repeat of the SARS episode?

I have a theory on why people are stupid.
We don't know what a pandemic is. So people are assuming it is like "A really big natural disaster". Which it is not. You will be able to go out and get supplies during this pandemic, as evidenced in Italy. You will be able to get out and about. People are being straight up idiotic.
Here's a hierarchy of my concerns:
1. I'm travelling to Berlin to write an exam. 41 hours until then, time enough for the government to announce a snap decision that universities are closed, meaning I'm doing the trip for nothing.
2. Staying with my parents, who are in a high risk group if I should infect them with the virus.
3. A decision to halt the return flight might be made while I'm there.
4. I might fail the exam. I'm tense and this Coronavirus thing and the uncertainties surrounding me don't really help.
5. I'm going to spend a lot of time at airports, on planes and on public transport in a city with 50+ cases and no efficient control, so there's a chance I might contract the virus.
#2 is the main reason why we have cancelled our holidays in April travelling by car to France and Spain. There is a risk of ending stuck, in quarantine or, more importantly, catching the virus and transmitting it to my parents/in-laws, who are all in a high risk group.
I'm in a similar situation. My mother was supposed to be going to Lake Como in Lombardy at the start of April and I was going home to cat sit for her. Obviously her holiday has been cancelled and she's decided not to go somewhere else. I have flights booked between London and Edinburgh but there's a risk that I could catch this thing on public transport or in an airport. I could end up stuck at my mother's house for a few weeks if one of us is ill or the government imposes internal travel restrictions. I'm almost certainly going to stay put and just have a week relaxing at home instead.#2 is the main reason why we have cancelled our holidays in April travelling by car to France and Spain. A friend of mine told me that Spain is seriously panicking and that Madrid is basically on a standstill. At least that's what I remember from his slightly chaotic description (a Spaniard - you know). Can you confirm?
