If they're charged under the DC Code, that is not a federal crime. If they are charged under the US Code, then it is.It is a federal district but it has its own city government and judicial system, so I assume a crime charged by DC itself would not be a federal crime. The powers are derived from congress rather than a state though, so I’m not sure.
By the way this is all going to intensity the push to make DC a state.
