I do know that the 13 year old bday party was a success. I have empty soda cups, melted ice cream cake plates, puddles of melted ice cubes, and 6 sleeping 12/13 year olds spread out all over my basement. They were up til 6 am... sheesh.

Yes, it's a universally accepted holiday. All current and former university students celebrate.

In 1902, the day is announced as official holiday for all higher education students.
Any day left for lower or non-schooled people, for compensation?

Hm, I'd say that only current students and young people in general celebrate it, because in essence, it has become just another major occasion for getting drunk. But it is nationally accepted as the day it's okay for everyone to get drunk.

It was a very important holiday during the Communist regime, though, because at that time probably about 90% of the population had higher education. All my grandparents have or had university diplomas and so do my parents and all my aunts and uncles. That was the national policy then. So the 8th December was a major holiday, because it was a demonstration of the intellectual superiority of Communist people.

EDIT: However, "subversive elements" and the enemies of the Party were banned from getting into any higher education institution and members of their families were likely to be banned too. Such people were doomed to work the hardest and most mundane jobs.
 
Aha, now I understand it a bit better. Thanks for the background. (and I do not like celebration of superiority or "elite" so that's why I kept bugging ;-)
