Well, that was a fair amount of work. Here we go.
Now that I have all the raw data together, I can extract things like albums that received the most total votes, ranking comparisons of various bands against each other, etc. If there's any particular thing along those lines you're curious about, let me know and I'll see what I can do.
As described above, there were 8 seeding bins based on the number of nominations each album received. The bottom group was composed solely of albums nominated by exactly one web site list. The second lowest group was full of albums nominated by exactly one MaidenFans member with no list support, and with albums nominated by two web site lists. Higher level groups contained higher numbers of member and list nominations.
@LooseCannon filled the leagues from the bottom up in order of seeding group, with albums from that group being randomly selected until the league was full, continuing into new leagues until the current seeding group was exhausted. At that point the next higher seeding group would start having albums randomly selected and added to leagues, and so on, until everything up through league 1 was populated. With this approach, the bottom seeding group covered leagues 18-14, the second group leagues 14-5, and the third group leagues 5-3. League 2 contained albums from seeding groups 4-6, and League 1 contained the rest of the albums from seeding groups 6-8.
Since these lower seeding groups covered such a large number of leagues, it wouldn't seem right for an album starting in league 12 and fighting its way up to league 7 against its peers to be rated lower than an album that first showed up in league 6 and was immediately eliminated. At the same time, any album that was able to fight its way into a league populated by a higher seeding group should probably be ranked higher than an album that never got past its immediate peers. And of course, any album that made it past league play and into the finals should be ranked according to its placement in the finals round where it was finally eliminated.
So, to address these concerns I noted the lowest seeding group debuting in each league, and treated each finals round like its own seeding group that was higher than the highest debuting group (8), and based rankings primarily on the seeding group that each album finished in, ordering within that finishing group based on the number of non-tiebreaker votes received for each album against its peers in that final group. In cases where an album debuted in a lower border league (e.g. an album from seeding group 2 debuting in league 14, which also included albums from seeding group 1) and immediately lost, it would be ranked at the bottom of its seeding group based on the number of votes it received, rather than being treated like an album from the lower seeding group.
In an attempt to resolve ties wherever possible, the albums were sorted by these criteria:

This handled all of the finals rounds correctly and seemed to treat the lower seeding groups as fairly as possible, while resolving most situations that could have created a ranking tie.
