Because Madness Live is the one who actually pays for everything in Cartagena, while Maiden are the ones to pay at Knebworth.

it doesn't matter who's paying, the principle is the same.
make more than you spend.
you invite good bands, you pay more, but you sell more tickets/merch etc.
obviously this is a 3 day festival, but the supporting bands are so much better. Maiden could easily do something like that.
Why they didn't?
Probably greed.
They thought Maiden alone would sell a lot more tickets.

It does if the one paying is a well established promoter with an insane amount of money available (talking about Live Nation here) and the other is just a band.

Calling all those big bands would be financially impossible for a band, which has to pay for everything else already. Also, how many tickets can they shift anyway? Because that's a 23k cap festival happening on a saturday and yet tickets are still available. It would make very little sense to pay astronomical amounts of money to sell 10k tickets more at best. At that point, it's better to just leave the sales as they are, hoping for an improve and get 100% of what you're making on site those days.

I literally don’t know how you manage to get advance information on festival ticket sales, since there are no assigned seats, but I think that if they reach 50k, it won’t be anything embarrassing.

As for the lineup, it’s obvious that at least one more big band (Judas Priest) would increase demand, but with Blaze Bayley, for fans, it’s at least appealing.

This comment reminds me of the best ‘heckle’ I ever heard at a gig. It was during Bruce Springsteen in Hyde Park 2009. There were two Americans behind me. One shouted ‘Woooo music!’ The other then shouted ‘Wooooo concert!’ I still chuckle to this day thinking about it.
