In my experience, the phrase often comes after the author laid out a stupid argument, cited someone who countered that argument with facts, and then says, "however that may be, blablabla". It has happened so often in my readings that the phrase raises warning flags whenever I see it.
I guess the key is the "blablabla" -- if it doesn't help the underlying argument, then it's not a very effective rhetorical device.

One of the assistant professors at my uni went abroad for PHD studies so the regular professor asked for a volunteer to send e-mails and info to students so I'm doing it now. Except I don't know the answers to any of the questions they are asking me and I think they think I'm the professor since I opened a new e-mail for this purpose and it's just the name of the subject instead of my own or hers

About this killer clown trend. Has any of them been shot yet? I wouldn't dare to go around scaring people like that in a country where many people carry guns in their everyday life :S

I have no idea how those guys claim they're harmless. You can give a person a heart attack by scaring them on the street in the night. (Especially if they already have a heart condition)

There is a thin line between pulling a silly prank and actually harassing people. I'm not remotely creeped out by clown costumes, but someone loitering about waiting to catch people on their own is dodgy in its own right.

I think I'm going to start taking out the garbage and recycling before dark. I'd freak out if I saw one of those fucking clowns late at night. It would be bad enough any time of day.

Instead of the clown videos out at the moment we need more videos of clowns running up to people who don't give a shit about people in clown costumes just so that we can watch em go.."uhhh, im scary!! ehhh OK nevermind bye!" :p

There was a zombie clown wandering about at Sonisphere the other year, eyeballing people. I just found him funny, but some guys were surprisingly freaked out by it. This was in broad daylight. I think Dream Theater were on when I saw him.

Obviously just a funny gimmick - perfect to pull at a festival for the sake of entertainment. Nice stab at DT there at the end...DT playing in daylight, wow, so bad. ;)

It just struck me as a particularly surreal experience to be watching Dream Theater while a zombie clown leered at me. It probably would have been more fitting with other bands. DT's slot wasn't ideal, but it was quite atmospheric in late afternoon/early evening sunlight, except that the band had the sun in their eyes.
