Sheriff is just a ceremonial role here these days. They wear a fancy uniform, carry a sword and turn up at civic and royal events. I'm not sure if they actually serve any other purpose, they certainly don't have anything to do with the police.
What are non-operative police officers? People behind desks? Everyone is operating to a certain extent, arent't they?I didn't even know the title was in use in the UK any more. But in the US it's still an "operative" title (i.e. sheriffs are operative police officers).
I'd take that song over anything by Abba any day.
