Important point, and Metallica have suffered far worse with this problem. Hardwired CD2, minus the closing track, was a disaster.
It is a testament to Maiden as to just how strong their longer recent albums are despite their artistic indulgences and (as you write) the absence of a strong and trusted critic. Agreed Shirley can't and won't do this, he is just there to facilitate Maiden being themselves, not to be that strong editor figure you describe. Birch could do this when Maiden were young and in awe of him, but that could never be replicated now.
By the way, I still think it will be x2 albums one after the other this time round... 55 minutes each...

I don't think they're brilliantly managed, I don't think Rod constantly has eyes everywhere* or is a genius entrepreneur. I do think the band are happy with what they get from their management.

I can bet in Maiden could work with a way bigger management (such as Q Prime) they'd be even bigger commercially. Period.

Maiden has been, and still is, huge commercially for the very reason they've been able to appeal to masses and more of a niche market. In a way, they've successfully got commercially big by not being very commercial, if you catch my drift. Of course, the overreaching "Maiden brand" in beers and whatnot is another step into more commercial territory, but one of the reasons why the Maiden as a brand still feels a bit more authentic than, say, Kiss or whatever, to a lot of people is their long tenure as "world's biggest cult band" - as they put it into words in 1998.
I'm not doing this very well, but I'm just trying to imply that as much as they've stepped into the commercial "cabaret" world or whatever, Bruce's talks about Maiden's unique integrity isn't totally bullshit, but actually one of the main reasons for their commercial success and - if you want to put it this way - "cabaret" too.
Yes, they could be bigger and more out there if their management bothered to please us with lots of exciting stuff to fill in the COVID-19 void, but it's not like this silence has wiped them out from the general awareness at the slightest. Especially in Europe, Maiden has been huge for ages and while not quite at the 2008 heights, they're still one of the biggest rock acts out there.

According to a fan club member, the writing on the T-shirt is probably Belshazzar's Feast, which apparently is the biblical story of the writing on the wall!

Bruce's t-shirt is the first official/subliminal message about Maiden's new era. WRITING ON THE WALL will turn out to be new single or new album title, I'm now 99% sure about that. I wasnn't, with the acronym on the tour poster. I am now. We're going to remember this day...
