As it is inconsistent with not only the DOB answer, but also the "not a politician" answer, I'll ignore this guess.  Needless to say, I am not thinking of Bill Clinton.

@LC (not a question to CFH)-- do we need to know if this appointment was what this person was historically relevant for? 
 
It's really all we have to work on.  So it might be nice to know.

All we know is it is an American political appointee born in the 1800s.  So we need a way to narrow it down fast.

I'll give you a freebie, so as to avoid any unnecessary wheel-spinning, and it's no fun if you don't even get close -- what this person did in his appointed position is what he is known for.  I will also clarify my earlier answer regarding the military -- though he was in the military as young man, that is not what he is known for.

Yep, ambassador is a big one.

Alright.  Was this person relevant to history primarily for one big act?  (IE, Sewell is mostly known for buying Alaska, whereas his one-time rival and contemporary Lincoln is known for a series of things.)

Not a cabinet member, not an ambassador, not a politician, but an important government appointee.  You're getting there...  I think there's still a decent chance to get this in the next three questions if the right light bulb comes on. 
 
I will admit, I had been thinking someone like Joe Kennedy, however, he was ambassador to the UK.
