Historical Figures 20 Questions

Ok, so we have a head of state, that is not a monarch nor the president of france, that isn't from a German speaking country, that was from the allied, or 'entente' powers during the first world war-- so, we are looking at: prime ministers?

Question to others, not to LC:  are Chief's of Staff of the armies/Ministers of war considered 'military'?

To LooseCannon, Erm, I mean did he commanded in Western Front.

In which case, anyone fitting that description would be eliminated from contention, leaving, mostly, a few prime ministers, and one or two ministers of something or another.

Do you mean, "Was the country this person led primarily combatant on the Western Front"?
 
In that case, the answer is no.

The country this person led was Russia.  This person wasn't a Tsar.
