Okay, 20 questions fans.

I've done some research and whittled down our possibilities.

1. Michael Curtiz - born in Austria-Hungary in 1886 - best known for Casablanca, which he won the Award for Best Director for.
2. Charlie Chaplin - born in England in 1889 - most probable candidate as he has been a citizen of many countries.  Never won for Best Director.  Was knighted.
3. Frank Capra - born in Sicily in 1897 - won 3 Academies for Best Director - best known for Mr. Smith Goes To Washington and It's A Wonderful Life - I would rate this the second most probable.
4. Alfred Hitchcock - born in England in 1899 - no Academy Awards - best known for being Alfred Hitchcock, and I seem to recall Forostar is a big fan.  Was knighted.
5. Josef Steinburg - born in Austria in 1894 - early influence of film noir - had a thing for Marlene Dietrich, but who didn't.  Sleeper pick.
6. Alexander Korda - born in Austria-Hungary in 1893 - best known for Four Feathers - no Academy Awards.  Lived in Austria, then US, then UK.  Was knighted.

Forostar has just ruled out 1 and 3.

So, we have 4 picks, and 6 questions.

@LC, you did a good attempt with that list, but there's at least one other who fits the information provided until now.

Some more hints:

This man is known for dark and pessimistic films.
He was born in one of the states mentioned in your list.
