Clarification: I do not consider, at this time, Popes to be a primarily political person, and that would have been specified in the question re: political nature of the figure.
 
So here's a summary:
Born 1825-1849, died on or before Jan 1, 1900.
European head of state, but much of Europe has been eliminated.
Here's what's left, as far as I can figure out:
Switzerland, Austria, Hungary, Romania (or the 19th-century equivalents of those nations).

Edit: a better way to put it... here's what has been eliminated:
British Isles
France
BeNeLux
German 2nd Reich states
Anything bordering Mediterranean Sea
Scandinavia
Russia

So in addition to what's listed above, Portugal is still on the table, and some far east nations near Russia. Maybe a few more?
 
And I was going to post my own summary:
This person was born between Jan 1, 1825 and Dec 31st, 1849.  They were European, and died before Jan 1, 1900.  They were not from any of the area later constituting the Second German Empire, nor were they from France, the British Isles, or the Benelux states.  The person was a head of state, but was not head of state of any Scandinavian or Mediterranean countries, nor of Russia.

Foro, who was the bloke you thought it was?  SMX and I thought it might be Franz Joseph I from Austria, though he died too late.  Is that the fellow you had in mind?
