I didn't propose any rules, and I didn't want to nix anything. I just wanted to remind you that last time around, there was a long phase when everything revolved around America between 1776 and 1900, and there were essentially three people playing the game despite greater general interest.
 
Alright, that significantly reduces the possibility we're talking about anyone from the New World. Doesn't rule it out, but far less likely.

I legitimately do not know how to answer this question, so I checked Wiki. http://en.wikipedia.org/wiki/East_Asia

According to the map on the page there, I would say "yes, this person was from the area delineated within the scope of East Asia as according to Wikipedia".
