Well, with some attacks I think it's not that difficult to see if an attack was intentional. More difficult than a bite for sure. But just watch the video. It's not that difficult.
 
I have the feeling everybody is talking past each other here. What exactly are we talking about here?
 
Past cases of intentional acts attempting to cause harm and their punishment compared to the case of Luis Suarez. I think it's pretty clear, actually.

There has been a couple of fouls so far this world cup where the intent to potentially injure an opponent has been debateable. There was actually one in the Belgium/S. Korea game last night, where Defour appeared to stamp on the Korean's leg with his studs out, for which he was sent off. Was that intent to potentially injure the opponent? Certainly debateable.

It wasn't intentional. He mistimed the tackle.
 
I think it's pretty clear, actually. Defour goes straight to the ball and his foot is set in a position to take control of the ball by pressing upon it. Korean player hits the ball by sliding which pushes it forward and takes the ball's spot himself. And Defour steps on his ankle.
