I think Adrian and Bruce definitely fancy a break. Not from music but from Maiden.

Bruce is definitely buzzed again about his solo career and Adrian has other stuff to do so I reckon they both voted to take time off. Dave definitely voted as he likely wants to spend time with his family and Simon I suspect doesn’t get a vote.

Leaving just Steve and Janick and I bet Janick was in the fence and would be happy with either decision leaving Steve out voted.

No way. Bruce wanted to record a new Iron Maiden album and never wants to take a break from anything. The more there is to do, the better in his world. And what would Adrian have to do? A short tour with SK for 1–2 months and then spend 10–11 months writing a new album?
No, I don't believe Steve.
We can’t take these interviews at face value and assume that what’s said is necessarily the truth. There might be something else behind it.

If I had to guess it's Dave and Janick who want a break.

That makes sense. And then it would be 2 votes to 4 votes.

Isnt bruce going to tour next year?. Definetly Dave is the one who wants a year off. I see after the gigs and reahersals he doesnt touch the guitar at all. There were years that his solos were really nothing close to the album and a lor of "guitarrist tricks" to go trough the solo.
 
Started some time in the 2010s and up to 2019. He sounded much more focused and inspired after the pandemic.
I would say Dave really started to come back in 2023 and last year he was on top form. '23 was obviously everyone playing their ass off because of Nicko, but last year seems like they seriously focused on performance above all, since we also saw arrangement changes in songs like Phantom to bring them closer to the studio versions.
 
Maybe it was Rod who wanted the break since he is stressed out administrating all the money.

How could he have been outvoted? Wouldn't Simon want to work for Maiden and make money? Steve, Bruce, and likely Adrian don't want to take a break either.
I think it's more of a democracy since the reunion, and probably a more fragile one with everybody being up in years. You don't want to be the guy pushing someone to go out and tour when they don't want to, which could, in essence, force someone to say, "screw it. I'm past retirement age anyway. I'm out." Just my speculation on things.

This would be my best guess on how things might've played out as well, although I do think Bruce would've voted no touring (to accommodate his own tour), but yes to recording a new album to set up the following year. And I agree, Simon probably wasn't included.

Adrian I could see voting down a tour to do a short S/K tour, and relax the rest of the year. He's not the busybody Bruce is by a mile. Janick, I could see him siding with Steve or happy enough to go along with the idea of a break just as easily. Dave, with Nicko's backing on the longstanding rumor, is a safe bet for voting for the year off.
 
I still have the strong feeling 2027 will be the year they'll release #18. Long time recorded yet. Even if they now announced a break. It might be even true in a way from their point of view, since releasing #18 in late 2027 wouldn't mean "work" in their definition when it's already been recorded yet. The working part would be touring it in 2028.
