Steve has made enough difficult moves with drummers in the past (getting rid of Doug who was a mate of his since his beginning on stage, sacking Clive). I think hiring Simon, then letting Nicko record an album, only to ask Simon to tour for the said record would be a bit too much for older Steve, who is more "human" than his younger self. He is no Angus Young.
 
He only quit playing live, and he is still a part of the band as far as we know.

According to Steve, he has enough "old stuff" to record several albums. He is to be believed on that matter, as his four contributions on the last one show he is not short of ideas. One must also remember that he didn't write When the Wild Wind Blows during the FF sessions, as he had written that song long before and kind of lost it somehow; he just had to arrange it. So he tends to write musical themes and melodies all the time, but only turns them into proper songs when they have dcided to record an album.
The main problem in my opinion is the way he finishes the songs. Since 1982, he wants to do it in a short time, thinking the pressure is good for his creativity. No wonder it's becoming more difficult with time. Back in the 80s he was writing at night, until very late, and we know his schedule during the last album sessions were quite intense. He is ot looking forward to imposing such a burden on himself, but he will do it ultimately.
I dont think that steve is the one how spend less time writing songs. I think is the one who spend more time on a song. Bruce could be the one. During book of souls he said when steve chose IESF that was less job for him the whole band spend less time in the studio than 80s or 90s but was before internet

Not true. He is not a member with decisive power, however, his holdings company is still in there. So, he is getting paid, but can't make any decisions. So, it's a grey area.

What is for sure is that Simon is a touring member and not a full time member. At least on the financial front.

The band said tha nicko is retired from touring
Simon is the drummer for tours.
If nicko can record or wants should be there. Maybe he dont wants but the last thing he said he will be there with his sticks. Im sure that if he can he will do a few songs maybe there will be 2 drumners

Although I agree we would not see Nicko on any future Maiden recordings (if these end up materialising, but that is a different story), he is not completely out as his Holdings company is still part of the Iron Maiden LLP conglomerate
