The thing with co-opting culture or cultural appropriation etc being a problem is that it's a question of power - when a rich powerful culture takes from or profits off a smaller or endangered culture that causes people to kick off.

If this is intended to be the final Maiden album, a concept album about the fall of Babylon would be a pretty metal way to mark the end of their recording career
Bruce has talked about how he has identified with Nebuchanezzar at times, eg at William Blake's grave () so if there is a 'fall of Babylon' concept, it does seem likely that it came from him (and no doubt unrelated, but Frank Turner is another Blakean and has written songs like I Believe You...
