So I was browsing for some possible sightseeing for the very limited time off I might have (essentially just one afternoon, otherwise I'll be locked in a conference) and thought "Hey, what's up with Skid Row?"

Jesus. I never before read in a travel guide that you should absolutely, positively not set foot in an area.
Took me a while to figure out what you were talking about... I thought you were talking about the band.
 
Speaking of which. No Uber or even Google maps in South Korea, the later for national security reasons apparently. Understandable, but quite miserable.
I mean you go somewhere and you pray to catch a taxi (old school hailing by raising your hand) in time to get to the next destination in time. Problem is that most people have local Apps to hail, so the taxis are never free. Not funny in Seoul. And I never seen worse constant all day jam, in all streets, anywhere.
