Overall, I've never noticed a whole lot of difference between the way browsers behave and how fast they are. They're all going to get the job done one way or another.
 
It’s not lynx, the only browser approved by @Black Wizard.

I actually used Arachne on DOS a few months ago.

After you install a network card packet driver to memory (one simple command), the application does everything internally - the job of networking subsystem from modern OS is implemented bare bones in the browser itself. In other words, it is surprisingly easy to configure, as you typically just start the program, wait few seconds for the networking to initialize and hit in the URL you want.
