I always got a day off school on St. Andrews Day.What you quoted is bullshit. Good Friday, for example, is not a statutory public holiday; Easter on the other hand, which isn't even on what you quoted, very much is. Scotland has four fixed-date statutory public holidays (25th, 26th DEC; 1st, 2nd JAN) and one floating statutory public holiday, namely Easter Monday. The remaining four are regionally determined; not everywhere in Scotland takes two holidays in May for example. Bank holiday entitlement is the same across Scotland; when those are taken is not.
