Come to America, everyone dresses up until they die. The whole month is an excuse for people to dress slutty or show off their cosplay efforts while drinking frequently.

We don't have Halloween.
We don't have it either, although there are a few parties each time. Never went because none of my friends do... People see it as an American invention or something childish. Personally I would've loved to dress up and go to one of those parties, I hope one day I'll go to America around Halloween

There's a few Halloween parties around here. A local bar/gig place does one each year.
Mostly though Halloween for me is just a good excuse to watch a lot of horror movies!
