Because 'Arry couldn't get them out of his head while working on the Powerslave album, and so decided to use the same theme twice with a few changes?

I have no problem with it, really. Using a similar melody twice on the same album can contribute in giving the album a more unified feel. And if it's not overdone, it doesn't take away creativity points in my opinion.

They partly consist of the same notes and have kind of a similar structure but I would say they are different enough to be done twice. Both harmonies are cool as hell imo.
