The same bands cannot be headliners every year. Yeah, Priest nowadays plays in small arenas (for their rank) in the UK, but their legacy will be forever.
I think they play in small arenas because they cannot sell out a larger arena.

You're right that the same bands can't headline every year, but Judas Priest simply aren't big enough to headline Download Festival anymore. I repeat: last year they headlined Bloodstock Festival which has a capacity of maybe up to 18,000 and it didn't sell out. Download's capacity is maybe 110,000. Judas Priest don't even play in small arenas in the UK. They play in medium-to-large theatres. Their last headline show in London was at Brixton Academy (capacity 4,900) which I think @Brigantium attended. Def Leppard headlined the 20,000 capacity O2 Arena in December. Legacy isn't relevant for headlining festivals. Saxon also have a great legacy but are now a pretty insignificant band.

Not really. Firepower is the best album by a long mile since 1990. They've taken a few years off here and there from touring. Maiden tours pretty much every year, and the albums they have released are all high quality.
 
They aren't as big as you might think they are.
About 5.5 cm, apparently.

For sure Wiz. I just shared my ranking. :p Priest are one of the biggest/best heavy metal bands and they should play stadiums. Firepower is indeed a wonderful album (their best since 1990) and I expected that tour to be headlines everywhere.
