Don't remind me. I once had to translate a Sogdian text about Rajvart, the King of Elephants, with six tusks and thrice the size of a normal elephant. It was also white, of course. It was the first Sogdian text I ever read, and felt like the hardest thing in the world at the time.

Right! (This is the detail I was assuming everyone would get straight away ...)

The time signal is given by pulling the ball to the top of the mast and then dropping it down again.
At first it is raised only to halfway where it remains for a few minutes, to indicate that the signal is imminent, then right to the top of the mast and the precise moment it begins to descend is the time being indicated. This is because the human eye is very good at detecting movement so it's much easier to spot when the ball starts moving than the precise moment when it stops. Especially when viewing through a telescope :).

In a roundabout way, yes. The time ball is for sending a visible signal to shipping (who, when they can see it, will be in port) that it is a particular time, thus enabling them to reset their clocks for navigational accuracy. But you've now gone a million miles away from what's actually being depicted in the picture(s). So no, it's not "Ghost of the Navigator".

Your first observation is one of the details I wanted you to pick up on - think also about where the ball is located and this should take you straight to a song lyric :).
