One more thing... when we know (from interviews etc.) what the intention of the artist was, that counts for something. Sgt. Pepper isn't concept because Lennon says so. Dark Side is concept because Waters says so. It's not everything, but to me the artistic intention is a major factor.
 
Sorry I meant story or concept, so Dark Side would still count. Judging by your last paragraph I think we agree.
 
Carolex Rex is already on Dusty's list. Everything else I would have suggested has already been picked, except for Pink Floyd - Animals, but we've already filled our Pink Floyd quota. :p

Animals deserves to be in. Pink Floyd are the kings of concept albums, having all four of their greats makes sense.

What are the criteria?

Scar Symmetry - The Singularity (Phase I - Neohumanity)
Rush - Clockwork Angels
 
I'd say that goes for the Midnight Oil album as well. An iconic album of the first order.
