I wouldn't consider Mob Rules or Devil You Know among the best Dio albums. Only Heaven and Hell holds a candle to Dio's Rainbow stuff.
I respectfully disagree (obviously). I think
Mob Rules is slightly better than
Heaven and Hell. H&H obviously has the classic title track and "Children of the Sea," each of which is admittedly better than anything on
Mob Rules. However,
Mob Rules is more consistent. I particularly love the less-heralded second side/half of the album. "Country Girl" is an all-time great Iommi riff, "Falling Off the Edge of the World" is simply awesome, particularly the opening bars, "Slipping Away" a great rocker, and "Over and Over" is a terrific album closer. Plus, it has "Turn Up the Night" which rivals "Neon Knights" as an opener, and "Sign of the Southern Cross" is a classic epic. And then there's the title track, which completely kicks ass. (Btw, the Deluxe Edition has, as a bonus track, the rough cut version that was used in the movie
Heavy Metal, which I think is even better than the album version; the Deluxe Edition also has the complete
Live at Hammersmith album as disc 2, which is much better than
Live Evil, plus it has the great Andy Pearce remastering, so it is probably the best $20 you'll ever spend!) At the very least,
Mob Rules belongs in the same conversation as
Heaven and Hell and the classic Dio/Rainbow albums, and should not be lumped in with the lesser
The Devil You Know (which, again, I still like).
