It's an intentional choice. It is not a mistake.There have not been 46 Presidents. There have been 45.

Generally it’s considered to be a presidency no matter the amount of terms. If the same president has two terms, then their presidency just carries over into the new term. In Cleveland’s case, his first presidency ended after the first term because Harrison defeated him, and he had a second presidency after he defeated Benjamin Harrison in 1892. If he had been elected to a third term after that (which presidents could do back then), then his second presidency would have carried on into that third.Should two terms not be counted as two presidencies then?
