You are right, but I don't think a casual observer would notice the difference - you get your skeleton/monster on the cover in a suit, a fedora, a gun and some hints at a shady business and it has a very similar vibe nonetheless. Unless you can get the lounge jazz soundtrack (hello, Sam & Max and Who Framed Roger Rabbit), which is notoriously difficult to get with an album cover :D
 
An update of the "Sanctuary" single cover, this time with Marine Le Pen, Donald Trump and Nick Griffin or Nigel Farage in Margaret Thatcher's place. Or better still, a special edition with a different politician according to the country of release. A shoe-in for worldwide #1 single! :)
