Personally I think it's Killers.
It has no truly bad songs but it just doesn't have many standout songs as the other 6 albums have. For me it's a very good album but not a GREAT one (the other six 80's albums are great).
 
Killers and it's the easiest choice of my life:

Ultimately, Killers was the album that was the leftovers from the debut, plus a couple other tracks. Murders, Wrathchild and the title track are all time classics but while I like much of the rest of the album, it's easy to see why it's winning this poll.

It's up against quality opposition in this poll, it reminds me of this bit in the Simpsons

It is Fillers to me rather than Killers!
 
Every 80's album is at least 8/10, so weakest is wild to say - but I think Killers overall material can't be compared with the standouts from the rest, although it's a unique album and Wrathchild and the title track are classics. Also, no real epic. According to the band, they used the weaker material after the debut (only 2 songs are really such, imo).

Only the title track and Wrathchild are the top-tier Maiden songs from Killers IMO. Some fans would add "Murders...", but it's not that outstanding.
 
That's easy: Fillers.

Better production, performance and artwork than the debut, but some of the songs are blatantly unfinished. Also, I really don't care for that style of songwriting they focused on back then.
