When Civ III first came out, I also thought it was inferior to Civ II. However, have you played with all the bug fixes and the Conquests expansion pack? The plain vanilla Civ III was nothing special, but it eventually developed into a great game.
No disrespect meant to Civ II, which is still very good, but there are games which can beat it. And Civ III is one of them. I'll let you know about Civ IV after Xmas.
