As I recall yes you can smoke in the cafes and bars in Vienna...but I left before the new smoking laws were implemented which I believe have restrictions on where in public you can smoke (aka restaurants). At any rate I will have this information for you later :).

@Wasted: My flight is in the afternoon, and I leave my dormroom at noon because I'm taking public to the airport (and because its an international flight which means annoying security). Oh yeah and I'm pretty much ready to roll, just tidying at this point with Maiden blasting at full volume :D.
