these two elements 1) filthiest minds 2) group of animals don't look too good to me, rather ironic I would say
but yet as I am not a native speaker, I might have wrong  :S

So, what Mrs. Roosevelt was trying to get to here is that Marines are by nature, crude and obnoxious and can be downright out of control in a myriad of situations.... most notably, battle. We are not the cleanest or most well mannered group around but can be counted on without question. This is a loving statement, kind of like a mother talking about her mischievous son or something.
