Anthony Hopkins in Silence of Lambs with 16 minutes screen time won an Oscar of leading actor but Christoph Waltz with so much more screen time, twice, that of supporting actor.

Does anybody recall an ad warning against the dangers of unprotected sex and spreading STD's, it showed some couples doing the business, then, when they were finished, one of them would pull a gun on their partner and shoot them?

I've been perusing the Nightmare Fuel section on TV Tropes trying to find it with no luck, but I've found plenty of other harrowing material. Do they even make terrifying public information films anymore? Can't remember the last time I saw one.

I remember a political ad where a couple was getting hot and heavy in their bedroom. They are interrupted by an old dude sitting on a chair in the corner, symbolizing the GOP getting involved in the private business of people. Not quite the same though.

No. I do remember a sinister AIDS one where a woman was sitting looking shocked in a darkened bathroom after sex, though

I do remember one where it turned out you're sleeping with either Hitler or Stalin or a huge spider or scorpion, IIRC...

I have seen the spider and scorpion ones! I have no idea what they were supposed to be warning against but they were certainly memorable

I can't even remember where I saw the shooting ad I mentioned, as most of the public information films I've seen on TV were to warn about the dangers of house fires, speeding or drink driving.

I am weirdly fascinated by them, and curious how effective they are. Everyone remembers them, but do they take the message on board?
That is the question ...

Take this one for example - it ran for a few years and scared the willies out of my little brother back in the day. A classic of the genre:
My mum, realising that the salient point was the statement "sensible children: I have no power over them!", tried to point my brother's attention towards this by asking him "Ah, but what did he say though?" My brother's answer? In tones of abject terror: "He said "I'll be back!""
