This question might sound silly, but why weren't there any promotions from Powerslave, SIT and Seventh Son?

They get promoted when only 2 songs from a particular album remain in the game

On the other hand, I'm not sure how many songs get eliminated each round, cause it seems to fluctuate?

I eliminate anything with more than 50% of the votes, but I won't eliminate more than 6 songs.
