One possible reason might be that Strange World is one great Maiden song*, especially considering it was Paul Day's first ever, and Sanctuary is nothing to write home about really.

I’ve always thought Strange World was one of the stronger songs on that album. I certainly like it better than Sanctuary or Running Free.

Strange World is coool, it has this psychedelic vibe that is rare in Maiden's music. Sanctuary might be one of my least favourite Maiden songs.
