This person is the second of four people in his family to be in the US Navy.  His father was a four star admiral; his son a captain; his grandson is at Annapolis right now.

Yes, it is Admiral John S. McCain, Jr.  Admiral McCain had a long and distinguished career in the United States Navy.  He commanded a couple different submarines in the USN during World War II, and sank or damaged around a dozen Japanese ships.  He worked in various command posts after the war, and eventually was created CINCPAC (Commander in Chief, Pacific) during Vietnam.  He was important in the expansion of the war effort by the USA.

His father was Slew McCain, commander of naval air forces in WW2, and once-captain of the USS Ranger (CV-4), the first custom-designed aircraft carrier in the USN.

His son is John McCain III, senior senator from the state of Arizona and the 2008 Republican nominee for president.
