Perhaps. I listened to both albums today and found them almost equally good but Permanent Waves just impacted me a tad more.

Yep, I voted for Waves. But it's mostly because it's the album with higher highs (Freewill) and lower lows (Jacob's Ladder) whereas Hemispheres is more generally consistent, though nothing really thrills me there. And I go back and forth on that, sometimes I vote for the consistency, sometimes on the highest level the work gets, this time I decided like that.
