That's an opinion of someone who might not be so much into his discography/career. Fans of his solo works (not fans of just the last three album or only two albums) would not agree with you. Some might even say he was more constant (less hit and miss) than Maiden. Having often the same songs in the top10 doesn't mean hit and miss. It rather means the discography is small.

I like all six albums but only two come close to being up there with the best of Maiden (AOB and CW).
 
Well both, although Balls and Tyranny each have a couple songs that are top ten worthy and could compete with the best of Maiden.
 
If I was to rank every Maiden and Bruce album together, CW would certainly be in the top 5, probably #3.

I think it's both. The difference between Bruce and Maiden is that Bruce tended to get in certain mindsets or influenced by certain styles that end up dominating each album (more similar to a singer-songwriter). He goes through changes in sound and IMO it doesn't always work. To compare his discography to Maiden, it would be like if Maiden had a stretch of albums that went something like: Killers, Number of the Beast, Fear of the Dark, Powerslave, X Factor, Dance of Death - the progression is just a bit scattered. I think that 2 of his 6 albums are stylistic misfires, 2 are a mix of pretty good and pretty meh, and 2 are awesome.

Compared to the last Survivor, King In Crimson and Navigate The Seas Of The Sun drop out from the Top 10, Kill Devil Hill returns after missing out in the last Surviror and Accident Of Birth returns to the Top 10 for the first time since the first Survivor!

Voting for The Tower, Book Of Thel, Kill Devil Hill.
 
"The Tower" (great live version, but the beginning of the studio version reminds me too much of "Wrathchild") , "The Alchemist" (I really can't see what is so special with this song) and "Kill Devil Hill" (great beginning but no memorable end in my opinion).
