The diversity edge goes to Mercury, but Mercury does benefit from having been a singer of a band with a very diverse discography. He's sung so many styles.
What Halford has over Mercury for me, and this might be what @MindRuler had in mind when he said "diverse", is that his command across low-high frequencies is more impressive. His lower, calmer performances on the 70s records are just as good if not better than the explosive high range performances he's more known for.
