The problem with historical votes (especially in smaller survivors) is that a popular song can get voted out on the grounds that one or two people were voting for it since day one. For example, in the Kiss survivor, if there was a tie between songs with two votes (which happens a lot) and Only You was one of them, I could maybe eliminate that song just because I've been voting for it since the beginning. That's not really fair. There's not much you can do about it in regular rounds, but a tiebreaker round during the top ten can easily solve that problem. It's also more interesting, because there's plenty of people voting for both songs.The risk is minimal, especially if counts are done more than once. And I'd say both systems are fair but different (Mosh checks recent/new votes, NP checks historical votes).
