They don't care, but they care about event insurance bills. And of course if there is any kind of pressure from the goverment, or goverment is cancelling gigs as a part of their censorship, that would drive the cancellation insurance trough the roof.

With festivals, it's doable, since they don't move the whole production (lighting rig and the stage structure is already on site).
