So its pretty simple:

Where do you most use this forum?

For me, when im bored to tears in a lecture. Good way to take the mind of political science lectures.

Sitting on the toilet? :)

Mostly when I have free time at home, or some extra time at work.

Or while driving on my phone...

How do you drive on your phone?

Where do I use this forum the most? At home. Simple as that. Lately, I just can't spare the time at work to post here.

Ha ha!  Ok, fair enough.  I drive and look at my phone..

If I recall correctly, in Europe that's not only illegal, but REALLY illegal.

Well, yes, it is here in the States too... its a bad habit I'm trying to break.  :S

It's illegal, but not that much. For instance in France is 35 Euro plus 3 out of 12 points.

If in the UK you get caught using the phone the punishment can be pretty harsh, but if you cause an accident whilst on the phone you could get locked up. If that accident causes someone's death, then forget about freedom for a long time.

But there is a flaw. To cause a death of someone whilst on the phone and driving will be treated so harshly that a long jail sentence will inevitably happen - despite the fact that being on the phone was possibly not the reason you had the accident. So why should being on the phone and not causing an accident be treated any different - if you see what I mean?

Yeah clearly! I heard once one girl in England had to pay a big fine and (possibly) lost some points because she was caught in the road camera to smoke (Marlboro!!)
Incredible.

In France sometimes it depends of the officer: Once they caught me with the cell phone, they wrote down my plate number, told me that the law will apply
and they wished me Marry Christmass smiling. I never got any fine nor any loss of point, it was a pure joke !!!

I am quite lucky with French cops: The other time it was a team of 5, completely meshed up my car searching, even dismantling some parts of my it (!!!)
but they never opened the packet of cigarettes laying at the gear's pocket!!

No doubt that you can imagine, but let me tell: It was a REAL thrill :D

Well, I can see why they would penalise people for that - you're not fully in control of the car whilst smoking/eating/drinking/talking on the phone.

But smoking while driving is not an offence in itself - only if a driver is caught driving carelessly due to smoking - so I don't see how that could happen.

As I understood, it's up to the officer to fine you or not, in UK, but it was certainly not a joint. That's why it became a new and I read it in a foreign country's paper!
