I think there's a remarkable similarity between the two, but quite frankly I think that Eddie could take on the Borg any day. -_-
 
TNG started in 1987, being conceived in late 1986. I won't google it, but first Star Trek episode to feature Borg was "Q Who", second season TNG, therefore it should be sometime around 1989.
So, Riggs' cyborg Eddie precedes Borg in any case.

Does it have anything to do with Eddie? Hardly. Cybernetic implants weren't invented by Riggs. And the Borg from TNG have a one piece "headset" on the right side of their head.

Philip Dick's sci-fi is full of it.

It is entirely possible that the costume/prop designers for ST:Voyager took some inspiration for the 7 of 9 cranial implants from Eddie. However, it's far more likely that it's just a coincidence, as they were trying to make each Borg unique, and they must have done a ton of them by then.

However, I will kick the can around the ST fanbase and see if I can find out who designed that particular costume, and ask them.
