Because there are missing parts. Bruce's solo style shouldn't have the same expectations as Maiden's, different approaches and in the 90's he was with 2 guitars for harmonies and stuff. Big difference. I think the result is such because - 1)they didn't get Uli to play 2nd guitar like their original plan or 2)a stylistic decision for this ''different'' approach or 3)Roy had issues(?) or wasn't that interested anymore.
Wow. I don't think the best, it's a compilation of different songs written over the years that he wanted to finally release. Wouldn't you say so?
The writing was not concentrated, only in 2014. He may have much better songs waiting on the shelf to be released (like Nightmares), but decided to choose some of the new ones to fit the big variety of the album. Eternity is a proof of his best and who knows if songs like Mistress, Resurrection Men or Wounds Maidenized and improved (more melodies, verses, parts; obv. without Steve's ideas for choruses) wouldn't have been like it. Or an idea like Ragnarok could have been a Top 10 song for me. His overall style is to have different moods with one album, always been that way.
