Yes. One has the vowel sound from "oat" and the other has the vowel sound from "not".

Indeed. Powell is vowel sound colon, cooperate; UK Colin is vowel sound closer to caution, omelette, caw (the bird sound). Never heard Colin pronouced the way Powell's is in UK & never seen it spelt with two l's.
