It's up to you as game-runner. When I first used that rule, it was to speed up games. It was done to cut a few rounds off later albums which are, for most bands, less respected.

That's the rule I use for the most part. But I also factor things such as voters and number of songs being eliminated.

Honestly, after relistening, I think this album is better than the debut. The title track is on the level of songs like PtP and Crystal Mountain, brilliant song with a really interesting message.
