I think that it was simply a publicity stunt to get interest in the album high-unless they finish off Breeg's story later, my hypothesis is this:
1. As suggested in the Ben Breeg thread, the song is not about a particular person named Ben Breeg (in any historical/fictitous sense)-the song is simply about a person who must live his life again, making up for his past errors (Karma)
2. The band call this song 'The Rime of Billy Bunter' as a working title-'Billy Bunter' being cockney rhyming for 'Punter'. So, the song is about your average bloke, who doesn't need a name...he's just a chap who did some wrong, and has to make up for it.
3. The song is abbreviated during writing to TRoBB.
4. Someone in the band (I bet it was Dave) thinks up the name Benjamin Breeg.
5. 'Arry decides to put a twist on this story, to hang us on tenterhooks until the album is released.
Well, Ben Breeg fan fiction writing time, anyone?
